It is possible to restrict a gift card's use to a particular package. In Admin > Configuration > System Settings, the Restrict Gift Card to Series setting needs to be set to True.

Then, the Gift Card configuration needs to be set to Show Series Pricing.

Finally, when purchasing the gift card, the customer has the option to choose a Series and that Series will be the only eligible purchasing option for the gift card user.
